Well think about it like this, why would Superman act this way if he has had Krypto for so long and is shocked about this behavior and does not expect it. He is nnot used to Krypto’s shenanigans, but their is another in comic history that is well aquatinted with Krypto and that is Supergirl. It has already been reported that Supergirl will make a cameo in this film so it makes sense that the true owner would be her. We will find out soon who the true owner really is on July 11.
